| Sustainable Groundwater Management Act – Part One |
| The Sustainable Groundwater Management Act (SGMA) was passed into law in 2014. In Part One of this series, we are going to provide a brief overview of this complex legislation and the potential impact to our region and our growers.
Basically, SGMA requires that over-drafting be halted, and groundwater basins are brought into balanced levels of pumping and recharge. Compliance timelines were identified for each basin. We will be sharing those timeline milestones in our next CID Channel issue. Through strategic investments, infrastructure improvements and expansion of our recharge facilities, CID should meet our sustainability levels and be in compliance by 2040.
SGMA also created a mechanism for state intervention if a local agency like CID is not managing its groundwater sustainably. If a local agency is not in compliance, the State Water Resources Control Board may take over and manage the basin to protect the resource. In other words, the State would oversee pumping, recharge, monitoring - including metering - and water rate setting until the basin is deemed sustainable.
